My Lord,
I have the honour to confirm my telegram No.128 of 8th July, 1931, asking that consideration of my despatch. (No.263 of 2nd June should be deferred.
2. It has been pointed out that the words "Hong Kong Government service" in paragraph 3 (1) of the proposed Passage Regulations and in paragraph 11 (1) of the propo sed
Leave Regulations might act unfairly to officers transferred
to this Colony after considerable service in some other
administration, even though some discretion in such cases is allowed by paragraph 3 (10) of the Passage Regulations and by 9A of the Leave Regulations.
3. I would therefore request that the words "Colonial Service" be substituted for the words "Hong Kong Government service" in paragraph 3 (1) of the Passage

Regulations and in paragraph 11 (1) of the Leave Regulations.
4. I would further request the deletion of the words "on account of his service in Hong Kong" at the end of Passage Regulation 3 (10) and of Leave Regulation 9A, as
these words do not add anything to the paragraphs in question.
